North Star Neighbors: A Lasting Housing Solution for Northwest Minnesota

North Star Neighbors, a subsidiary community land trust serving Northwest Minnesota, was created to expand homeownership opportunities for moderate-income households while ensuring those opportunities remain available for future residents.

As North Star Neighbors continues to grow its portfolio of homes, the organization is committed to transparency, education, and connection—helping community members understand how this model works and how it supports long-term housing affordability in our region.

What Is a Community Land Trust?

Homeownership through a community land trust looks much like traditional homeownership, with two important differences designed to keep homes affordable over time.

First, North Star Neighbors retains ownership of the land beneath the home, while the homeowner owns the house itself. Second, in exchange for an affordable purchase price, homeowners agree to share a portion of the home’s appreciation when they sell. North Star Neighbors uses a 25 percent appreciation-based resale formula.

For example, if a home’s market value increases by $100,000 during the period of ownership, the homeowner would receive $25,000 in appreciation at resale, plus any mortgage principal they have paid down. The remaining $75,000 stays with the home, allowing it to be resold at an affordable price for the next buyer. This approach balances wealth-building for homeowners with long-term community benefit.

Who Is Eligible?

North Star Neighbors homes are available to current or future residents of Northwest Minnesota who meet income guidelines, have sufficient credit to qualify for a mortgage through a participating lender, and plan to use the home as their primary residence.

Homes are offered on a “first-ready, first-served” basis, ensuring a fair and straightforward process for qualified buyers.
